#3525631: Add a tool indicator

This release brings back line-break prevention between single-word links and the icon.

It also measures the link's wrapper, and only inserts the line break protection if doing so does not cause a sudden large increase in width -- e.g., by preventing a 25-character email address from breaking.

#3525599: Add a preact app for dropzones and tool indicators

This release adds #3518755: Fix all errors reported by Gitlab CI.

Drush command and options have changed to be more coherent with Drush command style. The previous syntax is still working but it is now deprecated and will be removed in the next major release. This won't happen any time soon, but consider update your scripts or workflow if you use these commands.
