Restore module update data functionality.

Major changes to database structure and integration with Views. Much simpler code for provider submodules. Standard data format for fonts everywhere. Initial simpletest tests.

Fairly major update for Ubuntu 10.10, includes:
- Various updates for 10.10.
- Moving each task into separate pluggable engines.
- Reworked virtual hosting setup.
- Using Drush for site-install, rather than provision.

Added support for changing the "edit-ability" of regions, which can be used to prevent, that users drags blocks into unwanted regions (e.g menu, header). Go to admin/build/context/regions for the new options.
