Add warning if browser does not have Java enabled, or wrong Java version.

Changes in this release:

• Secondary tabs now styled propery
• Yellow blocks on blocks page now styled
• Admin block titles no longer have double borders
• Menus inside menus are more spaced out
• Links inside tables no longer have dotted borders under them

This is a beta of 1.9 release of Czech translation. Fixes few typos.

Slightly reduced functionality for D6.
The main local-menu tab item is there, but the inline menu editor was dropped - pending further work on the new menu system. Thus the code is significantly smaller.

Note that D7 will be having this in core! Thanks to Benjamin and Catch. It's possible that the D7 version may be backported to D6 making this redundant, but until then, this is still handy.
