Add missing Knowledge tree file

This new release was required because of API changes in Coder concatenates strings in odd ways during parsing. This version already has significant new features over the prior 6.x-1.0 version. There won't be a 6.x-1.1 version, but will skip instead to the 6.x-2.0 version because of these API changes.

The major differences between the 6.x-1.0 release and the work here (and also in the 6.x-1.x-dev versions) are:

• upgraded all tests to simpletests
• new i18n review
• several improved rules
