Module development and code questions

I have created a custom node type and a corresponding control module. I have several items created with this node type. I have tagged all of these items with a term and am using the taxonomy page (ie: ?q=taxonomy/term/1) to view all of these items together. I have disabled the teaser view by setting the size to unlimited. Currently the items are being shown on this page in the order that they were created (newest first). Is it possible to have this order changed?

I'm curious if it is possible to limit the amount of threads a user can create in a specific forum. I only need to set this permission for one forum, and the users are only allowed to create one post in it. Thanks!

I've read a lot about module development on the Handbooks and the only two ways of form handling that are discussed are about node creation forms and module settings forms, which both use specific and built-in functionality to be handled.

Is there a way to prevent other modules from modifying your form with the various alter and element hooks?

I am new to Drupal but am pleased with its ease of use and functionality. I want to create a newsletter, but the forum posts and Drupal Cookbook don't offer much beyond "install Simple News." There are bugs which apparently are fixed with the latest version, but I want something more.

I want to know what I must do to create a simple newsletter before I try downloading a program I don't know about, let alone one with possibly even more bugs.
