Module development and code questions

I've created a tabbed menu using hook_menu using the following code (based on pg. 442 in the "Pro Drupal Development" book):

I set up the vocabulary to be freetagging and in multiple select, meaning that users can type create unlimited number of tags.

So if they create a blog entry (titled "my fun day today") and they slap 15-20 tags on it, the teaser and the full-page display will be full of tags and messes up the display and everything.

So I'd like to either limit the number of freetagging they are allowed to enter or to somehow hide the rest of the tags after displaying 2-3 tags (kinda like the youtube "tags", you see tag1, tag2, tag3 then you see [more] link to display the rest of the tags.

Right now I'm using Usernode module to generate a directory of all registered users. But Usernode gives me a lot of unnecessary trouble (like displaying links to confusing nodes in Recent posts and Track and also other places), and I would be much better off by using the Bio module (precisely because it links to profile page). But it will only display the user in the directory if Bio contains some text in its body.

When I try to upload an image i get this error.
The selected file /var/www/vhosts/swimmingpoolknowledge.com/httpdocs/files/tmp/tmp_uIcByd could not be copied.
You must upload an image.

all my folders are set to 777. so i don't understand. also when i look in my files/tmp folder the tmp_ulcByd file is there.

Is it possible to add file upload in blocks? For example i want to add a picture in my block. If there was an file upload i just upload image copy url and paste it in body, like a content page.

I really hope someone answers my post and has seen this problem before because I have no idea why this happening. I'm using the category module and have various categories - sub-categories, etc...
