Upgrade to 4.5.1 causing strange behavior / caching error

I am having the weirdest bug/glitch/problem ever and I have absolutely no idea why. I'm pretty sure this can't be a very common bug that you'll find with the default Drupal install because it's quite annoying and obvious and it may not even be caused by Drupal. However I guess it's possible that everybody else has missed this so far :0

After installing 4.5.1 I began noticing some ... strange issues with all browsers but FireFox. When loading up my site with IE it wants me to download (for argument's sake: http://www.site.com/sitepath) sitepath as a file or it will just give me garbage text on a white screen. Sometimes this won't occur and browsing the site works for the most part.

I played around a bit and I am almost positive that the problem is caused by caching. Turning off caching eliminates the problem for the most part and right when caching is turned back on the problems come back after a few minutes (sometimes instantly). I'm positive that this did not happen in 4.5.0 because tonight after the upgrade was the first time I experienced the described issues.

Of course my site needs to work on the most widely used browser out there and I guess working on Netscape may be helpful as well. I'm stumped as to why FireFox works itself around this problem. But overall this is a serious problem, at least with my configuration, and any help to fix it (besides just shutting off caching) would be greatly appreciated!

Putting blocks in the content area?

(not sure if this question goes here or in themes discussion...)

Is it possible to put a block into the content area, instead of left or right sidebar? Is there a reason why I would or would not want to do this?

Actually, what I'm really trying to do is to have some static content there (and preferably different static content on different pages). E.g. the home page would have certain static content at the top of the content area, but other pages might or might not have this, or might have different static content.

Does this question even make any sense?

Repeated News Articles

The news aggregator is repeating articles 4-5 times on my 4.5.0 installation. This just started happening recently. It worked fine before.

Anyone know what gives ? Is this related to the thread I saw about this happening to the blogs and events being repeated on others drupal systems ?
