How do I fix the following?

1. warning: mkdir(): SAFE MODE Restriction in effect. The script whose uid is 550 is not allowed to access /tmp owned by uid 0 in /home/virtual/site39/fst/var/www/html/articlemanager/includes/file.inc on line 86.

This shows when I clicked on the settings link inside the administer category.

2. When ever I submit something (stories, settings, etc...) THe theme is lost do to the fact that the url shows up as:

Whenever I click on a link the url comes up as:
http://www.webreality.net/articlemanager/webreality.net/?q=admin/comment

when I take out webreality.net before ?q=admin/comment the theme shows correctly. Otherwise it shows no theme. How can I fix this problem?

I have installed the CAPTCHA module on my 4.6.0 drupal. I installed the comment.module patch. The only patch that seemed to work for me was comment.module_9.patch. Everything worked, users were able to comment using the CAPTCHA. Now the CAPTCHA doesn't show up anymore. I have tried all the other patches and still doesn't even appear. My board is being spammed heavily.

i am trying to set up multisites.
i have been reading the forums for days and #drupal-support and yet no luck.

this is my current hosting config:
cpanel
no ssh
no phpterm
no phpshell
so i cant create a symbolic link.

i even tried to configure .htaccess via http://www.bitesizeinc.net/demo.htaccesser.html to use mod_rewrite and still no luck

i dont wanna the pass would be sent to the email, i want it to be shown rite away, because on my free hosting the email is not being send.

How was the handbook main table of contents created. Is there a special module that allows you to construct that page dynamically?
