Post installation

can someone tell me which file controls the format of index.php? for example, I want to have first row with two columns, and next row with one column, and then with three columns?

a main page like this, * = txt

Hello folks,

I am starting a site based on Drupal 4.6 and I intend to use the e-Commerce module, hopefully with taxes.
But the e-commerce module page says : "New for 4.7 - Taxes"

What does it mean ?
Would the taxes feature retrofitted to work with Drupal 4.6 or am i required to move to 4.7 ?

I'd like to put all the comments in a single table (one line per comment). I managed to find how to edit the output code for a single comment but what about the "main" comments page (where I may to insert the "table" tags) ?
