How do I restore 'cron' jobs, or at least cron functionality?

It seems as if everytime I get Drupal working properly, something happens out of my control, that throws things awry.

This time it is with my cron functions. My site, Anthropology.net, uses the most current stable version of poormanscron to run tasks periodically. I have noticed in the last month that I have lost some functionality in my cron jobs. For example:

  • Search Indexing
    Drupal has not indexed my site for sometime. Despite no changes in my settings for poormanscron or the 4.6 search module, I have not had my site indexed for the last 53 nodes... meaning cron functionality stopped rougly 1 month ago. You can see what I am taking about with this screenshot here. Everything looks like it should work, no?
  • DBA Module
    I use the most current stable version DBA module to make backups of my site. That stopped working last month too, with no intervention from me whatsoever.

I have, however, cron functions as far as news aggregations. The aggregator module works right on time without fail but I do not know if this module is run indenpendantly of poormanscron or not.

I have attempted to retrace any of my steps, i.e. adding new modules, etc. in order to troubleshoot what made this not work and I have no idea. I do not know if I should submit a bug report to either poormanscron, search, or dba, either. Has anyone else come across this problem? Could it be my host that has somehow disabled these functions since they maybe cpu intensive? Is this even a matter to be discussed with the Drupal forums, since no error log is being spit out for me or should I consult my webhost's techsupport?

How to embed a legacy website

I would like to use Drupal to integrate a couple of small (1-3 page sties) into a larger drupal site and still allow the individuals to continue using the tools they are using now (frontpage and dreamweaver) to maintain a small section of a larger Drupal site.

I am familiar with how to do this with Mambo, does Drupal have this capability too? They may be resistant to change since the editor within Drupal is very basic.

How can I customize ImageMagick?

I am trying to add a filter to images that are being uploaded to my site. I have the appropriate code to add the filter, but I have no idea where to put it. I've tried everwhere but to no avail. Does anyone know where this code is supposed to go?

modifying registration successful email text

I thought i had found the right place for this, i went into user.module and thought i edited the text that is relevant to the text you get emailed after you register successfully, but after doing more registrations I still get this bit of text that I removed from user.module, but still shows up in my email confirmation.

Desperately Need Help w/ Weird Sections Problem

On my site, I have custom templates for content, and am using the Friends Electric template for administration, adding content, etc. I currently have the custom template set as default template for the site, and am using the sections module create the separation between administration and viewing of content. My admin section has the following pages specified for the Friends Electric Template:
