Drupal is up and running but how do I ...?

Adding <div>s within PHP code...

im trying to place unique <div> tags within a page Im creating to style some links differently than the global style. My page is set to PHP as I have a bit of PHP within it.

The source code of the page generated shows that the <div>s are placed in the correct location and I've made sure to declare them properly in style.css within my theme. For some reason the <div>s are being ignored.

I need to post a cookie policy.

To comply with my Health on the Net certification I need to post a cookie policy explains the way that cookies are used on Drupal. (When are permanent and temporary cookies set? Can the user refuse them and still be able to navigate the site? etc.) Does anyone have any language they have used for this purpose? I want to be sure I don't misstate things!

primary links position on Democratica theme

Hello drupalians:

I have drupal 4.6.5 with the democratica theme, and I'm trying to figure out how to position the primary links as horizontal tabs rather than in the vertical sidebar. The site is not complete, but here is the link:

http://eckankar-tx.org/

The primary links are named Dallas, Austin, and Houston

TIA
