Roll-out of the feature request: #1868586: Alternate structural approach: modifying the block table?
Major change: Removed the block_class database table to directly modify the Core Block table to add a new column called css_class.

This version has one major update, which is to use an INI format rebuild file instead of a drush script. Please review the README and example for how to rewrite your rebuild file.

This is being pushed ahead of schedule because of an issue with the Insert module conflicting with 7.20. This is just a minor bug fix for contrib and core as a package.
