Development release for Garlic

Initial release of Neptune.

Please note that this release includes changing the name of the overlay_example module to overlay_ui module. If you had any modules that listed overlay_example as a dependency then they may get disabled as you run updates for this release. So be careful when upgrading!

Changes since 7.x-1.1:

The 7.x-3.0 release provides several new features most notably PDF document generation. Small feature requests will still be entertained on this branch but focus has now shifted to documentation and training.
