Better error reporting

This is the initial release for this project.

It should be working just fine, please report any bugs on the issue queue.

Changes since 7.x-1.3:

• Fix branch warning
• Add comment number and short description to patch filenames
• Make soft defaults more generic for potential future extension.
• Set the issue version to the name of the upstream branch if it matches.
• Add workflow for continuing issue development.
• Move iq-submit and iq-open from drush_iq_extras to drush_iq
• Always use --patience with git format-patch in drush iq-diff.

Empty release - migrate Drush iq-submit and iq-open to the Duss Issue Queue Commands.

This is the 15th beta release of Election version 1.0. It is intended to be used in development and testing, not production.

• Fixed: vote access was not blocked when there aren't enough candidates to vote for (this was a regression in the Election Candidate module introduced after -beta12).
