Drupal 7 Version of the Compass Rose module

Initial release of the Elements module for Drupal 7 (matches the 6.x-1.2 version).

Straight port to Drupal 7.

The only change from 6.x is that your custom block templates must be named like: block--blocktheme--customtemplate.tpl.php due to the theme system changes in Drupal 7.

Changes since DRUPAL-7--2-0-ALPHA4:

• By kiam: Changed the code for chili_plugin_path(), which now returns the value of a single directory.
• By kiam: Fixed the implementation of hook_filter_info(), which was not declaring a used callback.
