Issue #1328868 by jarodms: add a comment to a node that doesn't have separate talk page enabled, get Access denied

fixed incorrect placement of rc2 tag which resulted in the rc2 version being the same as rc1.

rc3 also add formatting capability for all text areas such as the abstract.
