All I want in the subtheme is a new custom css file and a different folder of header images.

I created a new .info that declares zeropoint as the base theme.
In the new .info I declared a stylesheet with a new name within the _custom folder.
However the website continues to have the original custom stylesheet ( _custom/custom-style.css) and is ignoring the other stylesheet declared in the .info file.

How to direct the subtheme to a new set of header images?

florian commented1. You should use only _custom/custom-style.css for any custom css. By design the theme does not allow another custom css file, because it is not needed.
2. Just modify the following line in _custom/custom-style.css, to ask for file(s) in your new folder, located in the _custom folder:
... and do not forget to copy rotate.php to your new folder.

I want to present the client with 2 versions of Zeropoint. I want to operate a multisite setup using zeropoint as the theme, but each site looking different. But I do not want to have to maintain 2 installations of zeropoint, nor keep multiple copies of custom.css aligned - that is what subthemes are for, after all.
As I understand subthemes, declaring different stylesheets in the .info file is the way to do it, with a different name when one does not want to over-ride but to add to the base theme.
It seems this theme is set up in such a way that the usual method of subtheming will not work.
So what is the custom way this theme will support subthemes?
