Best practices are to have different menus, one for each language and set it up properly.
Anyway, did you marked the parents as 'expanded'?

But you suggest to have e.g. a separate primary menu for every language?
But system can only have ONE primary menu, am I wrong?
So what I did: one primary menu, within the primary menu items and subitems with different languages
What I discovered: sometimes I was successfull in adding specific language items when having switched to the specific language, sometime this procedure still not helped.
What came up, was following: all menu items (regardless their defined language) showed up within every language I had switched to...
