Lines 123-127 of zen/README.txt read:

For example, copy zen/zen/wireframes.css to foo/wireframes.css. Then edit
foo/foo.info and uncomment this line to activate it:
;stylesheets[all][] = block-editing.css
to:
stylesheets[all][] = block-editing.css

I guess block-editing.css should be wireframes.css here.
