I'm using Zen 5.5 sub-theme from STARTERKIT, and it is slightly different to the ones I have previously encountered as I probably used 5.3 or 5.4 as the previous start point. The files present are these:

components (dir)
_init.scss
layouts (dir)
_mixins.scss
_normalize.scss
_print.scss
README.txt
styles.scss

I've made small changes to _normalize.scss and layouts/_responsive.scss but I can't for the life of me get them to recompile into css/normalize.css and css/layouts/responsive.css.

If I manually compile them, I get absolutely no output at all.

$ compass compile sass/_normalize.scss

Should I just be editing css/normalize.css instead? That seems to defeat the purpose of using sass.

You're editing the right files. However from 5.5 on all files are globbed into one file: style.(s)css. Take a look at the styles.scss file, where you will see that all partials are imported there. On a compile this will results in one file, style.css. The new layout follows the SMACCS principle, which are adopted for Drupal 8.
