Fetch xml only once every 10 min

According to the usage guidelines at yr.no xml data should only be fetched once every 10 min. I had an issue recently where the xml service was down and the xml data was never retrieved, so it was retried each time the script executed, until the server came back.

It would be a good idea to set a min time between requests other than maxage to ensure that this does not happen.
