For multilevel catalogs top level categories:
1) must precede nested categories

<category id="63" parentId="16">.....
<category id="16" parentId="0">

leads to an error

2) parentId should never be zero:

<category id="16" parentId="0">

provides an error.
Top level category should be

<category id="16">

without parentId="0" tag.
