WYSIWYG - TinyMCE does not show up

I followed the setup instructions at http://www.cliffordmeece.com/content/drupal-wysiwyg-tinymce-syntaxhighli..., and installed all the required components. Syntax Highlighting works now, but the TinyMCE editor (that I've configured through WYSIWG API) does not show up. What I see is a bare minimum text panel that comes by default with Drupal (though I can see the "Disable Rich Text" link at the bottom of the panel). I'm not sure what is making the TinyMCE UI to disappear. Also that the setup guide says to disable a lot of filtering options, and I wonder if it is really required??
