We use the workflow summary page as a kind of editors' dashboard on a news site.

It would make things a lot easier for us if the nodes with new workflow comments were marked, like forum topics with new posts are marked.

Second this feature request.

I have a similar setup at my work, except i use views to show a thread of state changes and such. If there could be a field exposed to views that marks a comment as the most recent, then it would enable us to make table-based views of workflow states much more intuitive for our users.

Views is perfect for this sort of situation.

Since this request is over 2 years old, I'm going to assume a solution was found or you've moved on. If not, please get updated to the latest versions of all modules and make a request for it against Drupal 7 and I'll be glad to take a look at it.
