Problem/Motivation

There is demand for more flexible display/hide/require subfields of the TransitionForm
This is part of #31832: simple access vs. node.module "access content" settings.
This issue prepares the functionality by centralizing this in 1 location: WorkflowElement::getAttributeStates().
