RevisionID is not updated in Workflow history when using Node form

Problem/Motivation

The workflow history table support revision id's since version
This works fine when using the Workflow Transitions forms on the Node View and Node History pages.
However, when using Node Eidt form, the revision id is empty.

Steps to reproduce

- edit node,
- save a new state change
- check table, see that table vid is empty.

Proposed resolution

Root cause is that the transition is saved in the entity_presave hook.
At that moment, the new vid is not set yet, and the old vis is already cleared.
