Permissions: How to edit own content by role using Workflow access

Hello.

I have the following scenario:

Content type: news
users:
user1 (role: rectorado)
user2 (role: secretaria genreal)

In Workflow access Roles who can edit posts in this state:
If I check only the rectorado role, he can see both rectorado news and secretaria general content in draft state.

How can I make each editor edit their own content?

If in permissions page, I check edit their own content, then I have the problem that when the news is in the published state, they can edit the news.
