WorkflowConfigTransitionListBuilder serves no purpose

WorkflowConfigTransitionListBuilder doesn't actually output a list of entities, or do any of the work that its base class is meant for.

Instead, its render() method returning a form from one of two other classes. It seems to me it would be simpler to declare these forms for those routes, and then remove the list builder.
