Workflow Tab Permission Features Export Issue - Export Role Name Instead of Role ID

When use features to export workflow configuration, the workflow tab permission is exported as:
'tab_roles' => '1,2,3,4,5,6',
But when we import the workflow configuration to target environment, if target environment role id <=> role name mapping is not the same as source environment, it will leads to wrong configuration imported to the target environment.

Suggest export use role name instead of role id, and when import, translate role name into target environment mapped role id, then save to database, example exported code would like:
'tab_roles' => 'administrator,Publisher,Editor,Approver',
