workflow_get_states has two conditional branches. In one branch the states are ordered by weight, sid (as they should), in another only by sid. In effect, the filter by sid field in Views is not sorted properly if wid is set for this field.

As a reminder: this is fixed in version 7.x-1.2. The function is renamed to workflow_get_workflow_states().
