Content Type: Deploy Moderated deploys even when not in a Published State

Steps:
1. Go to content type: Deploy (Moderated)
2. Create a new node, Set State to Needs Review, and Check the box that says "Deploy to Destination website"
3. Save Node

After save, the node is syndicated even though the workflow state is in Needs Review. Content should only be syndicated when the workflow state is "Published".

I believe this was an issue with workbench not having the correct state. A fixes for this has been pushed in another issue.
