This would enable people posting issues to embed screenshots of their issue in their post. Webchick just demoed the issue queue at the Lullabot module development deepdive suggesting people do that, then realized they didn't have permission. See here:

WorldFallz commentedAs every registered user of drupal.org has access to post and img tags are a security issue, I don't see this happening. But I'll leave the issue open for one of the other maintainers to comment-- maybe something in the upcoming redesign will address this issue.

avpadernoAuthenticated users can upload attachments to comments. It's not required that attachments are also visible inline within the comment.
Allowing users to use <img> tags would open the door to security issues, and to users that would link image existing on third-party sites (which is discouraged).
