Those CSS rules are used for correct display of the site in MSIE.

These CSS rules are actually no problem for any browser that interprets CSS correctly, because they are required to ignore unknown rules. MSIE accepts those rules because the parser is flawed, and that is why these rules are only visible to MSIE.

Firebug annoyingly display's them as errors, which they are in a perfect world, but we're still stuck in MSIE5x land...

this is simply fixable, by putting the styles into a separate stylesheet and importing that into conditional comments..

At the very minimum it makes it harder to debug CSS problems with Firebug and Firefox. Aside from that it's just plain sloppy to leave it like this.
