I noticed this too (for a couple of days already).
Experienced on both on Firefox 3/Ubuntu and Firefox3.5/OSX.

I noticed it in Safari/Mac OS X, Camino/Mac OS X, and Safari/iPhone OS.

I could be wrong, but I don't see the HTML output for the comment preview; if this is the case, then the problem should be seen in any combination of browser/platform.

Duplicate of #579900: Previewing comments is broken by FAPI change in Drupal core 6.14, unless it also happens with normal comments which are not issue follow ups.

It doesn't happen with forum comments; this issue is a duplicate of #579900: Previewing comments is broken by FAPI change in Drupal core 6.14.
