Hi actually as a base Drupal Community User account I'm not able to attach images or files.
Please feedback if this is the standard Drupal Community permission politic for base registered User.

Sorry I forgot to add the link where I wanted to provide an image for supporting a Community Member and did not see
any link for attaching file or pictures.

No, you can add any files to the issue queue. Not in the forums and handbooks, though.
