If you go to one of the inner pages of the Handbook, you will see the QuickLinks block. First, "Administrator's guide" goes to "Customization and theming" I can't seem to find an "Administrator's guide" and the content doesn't seem relevant to the link.

Secondly, since the removal of search, the site now goes to a dead link. Could be removed, or cold go to /search vs /search/node

search and advanced search is on again.
the second link doesn't... This was caused by a long ago re-organization of the handbook.
Not sure anything specific currently exist to address it.
I have something that may do though.
