I have installed the DEv desktop 6 and i can not get into the program. I also tries 7 but same result. Can you help please? I am runnign windows XP SP3.

This is not really an issue for the Drupal.org webmasters, you should try asking for help in the Installing Drupal support forum. Or, since you're using the Acquia Dev Desktop, the Dev Desktop forum on Acquia's site.
I am doing a researching as to what to use for developing. I gave up the dev desktop. I am following the installation guide and now i am wondering which web hosting to follow there are 4 Shared Hosting Providers.
Drupal Hosting from Green Geeks
Arvixe - Preloaded with Drupal for only $2.80/mo
Bluehost
Hosting for the Drupal Community
Any suggestion? My ultimate goal is the development.

Again, you'd do better to ask in the forums. The Drupal community is full of people knowledgeable about most subjects, but they tend to hang out in the targeted forums rather than the webmaster issue queue. There's actually a forum specifically dealing with hosting support, you'll probably get some good advice if you ask there.
