A user with permission to edit weblinks groups sees all groups on the Links page, including groups that do not contain any links for the current language. For example, on my site I have web links in English and in Spanish, and I have a number of web links groups in each language. When I am looking at the English weblinks page I see all the Spanish groups. The Spanish links are not shown, just the empty groups and the Edit group link. Similarly, when I'm looking at the Spanish links page I see empty English groups.
This is only a problem for users who have permission to edit groups. Users without the permission don't see the empty groups.

nancydruActually, this happens even if the site is not multilingual. For example, if I have no unclassified links, I still see the fieldset. When we did away with the admin overview page, we needed to have a way to edit the settings for a group even when it is empty.
It seems that this issue is exacerbated on a multilingual site. How would you suggest dealing with this? If the group is suppressed entirely, how do you change the settings?

peacog commentedAt the top of the Web Links settings page there are two tabs, General and Links page. What about adding a third tab, Edit Groups? This could be a link to the Taxonomy terms page for Web Links. Perhaps it would be better to implement it as a copy of the Taxonomy page so that the interface remains consistent, and you can navigate easily between General Settings, the Links page and the Groups page.
The Links page would no longer show empty groups, so if you wanted to edit an empty group you would have to go to the Edit Groups page.

nancydruThat's a good idea. It's sort of a throwback to the old admin overview page, but perhaps a bit more efficient.

nancydruNote that only users with "edit weblinks groups" see the empty groups. BTW, we can not simply use the Taxonomy "List terms" page because that would not include "Unclassified" or "Unpublished."
