Use existing vocabulary

I want to have weblinks use an existing vocabulary, rather than create it's own vocabulary, but i've noticed several form and view hooks, which might pose problems.

I am thinking of working up a patch for this use case, but i'd want to make certain that this is either:

a] not already being worked on (i saw no mention for the 6.x branch)
b] not done for some reason not yet obvious to me.
