The module does not work properly on a Drupal installation that uses PostgreSQL.
I think the attached patch corrects this.

Yes, nearly, the only change would be to switch your single/double quoting to:

<?php
db_query("UPDATE {blocks} set title = '%s' WHERE delta = %d", $form_values['title'], $form_values['delta']);
?>

Otherwise pgsql might interpret the title value as a database field/column.

I always use double quotes around db_query SQL and single quotes on the '%s'
