The theme doc file claims that fieldsets have human-readable keys. They don't. The fieldsets have numeric keys which can only be learned by dumping out objects or dprint_r'ing in a theme function.

The theming documentation needs to be updated! bmargulies is correct, the The fields have numeric keys and can't be accessed the way the theme doc suggests, although it would be nice to have that feature to make the process of theming forms easier.

Funny how these things come full circle. Now webform allows human readable strings to be set separate from the field label, so the theming doc isn't far from correct now. I've updated the doc slightly to include this new behavior.

The changes are only in 5.x, as 4.7 is no longer being supported.
