Display Hours : Minutes : Seconds in form [#527500]

Currently the Time dropdowns only have hours and minutes and AM/PM. Can seconds be added as well?

This issue has been kept open as a long-term possibility. Now that we have #709854: Convert date component database storage to use ISO 8601 strings (similar to timestamps), we have a storage mechanism that would allow for seconds to be stored on the database-end. Moving to the 3.x version.
