I can't find this ANYWHERE, is this something that is yet available for 6.x version?

First, make sure that you have permissions "use PHP for additional processing" for your role at admin/user/permissions. Then if your role has permissions it should be at node/x/edit in the "Webform advanced settings".

Interestingly, everything seems to work on another site (using the same installation). If I disable css I can see the fields without a problem. It appears that the drop down fields are not appearing. I tried using other themes to discard the possibility of a bug there but that wasn't it. All the other modules work perfectly, and the .css files related to webform are in the server.

Have you tried changing your theme to Garland (or another theme) to see if it's not a problem caused by the theme?
