razvanb commentedi think that can be done with views , and make a node / content type , with the content that you want to show on the specific page of webform , and also i think that you need to put in view relationships the entity that represent the each page of your webform
hope this solution is a good for you

penone commentedThanks raz.
Let me see if that would work. I was also thinking of using Rules and PHP to show a column based on what page the user is on but I don't think each page has a different URL.

penone commentedHow would I find this: "entity that represent the each page of your webform"?

danchadwick commentedThere is no entity that represents a page of the webform. You might be able to put some markup fields on each page and put code in your theme that would affect panels. Or you might use hook_form_webform_client_form_alter to see that page the webform is on. Sorry I can't help more as I don't know much about panels. You might try the forums or IRC.
