I myself have tested out both the 5.x-1.4 and the dev branch 5.x-1.x-dev

This is the only module I have added to the site that is using webform.

Closing after lack of activity. I haven't seen this issue reproduced in recent versions of webform, I'll assume it's misconfiguration or has already been corrected.
