By accident, I deleted the contenttype webform. I tried to reinstall the module but can not because of a php error with another module (webform report). Is there a way to re build this module and its contenttype?

Sounds like you figured it out. All you have to do is add a Content Type and name is "Webform". Then visit admin/config/content/webform and re-enable that type as a Webform enabled. Or you can completely uninstall the module (admin/modules/uninstall) and re-install it and that will recreate the content type also.
