quicksketchDo other e-mails from Drupal (such as a password reset or welcome e-mail) still have content? Did you upgrade any other modules at the same time? And do you have either SMTP or MIME Mail modules installed?
I'm just asking all these questions because Webform doesn't have any inherent problem with 6.22 that I'm aware of. Sending e-mail with 6.22 and Webform 3.14 works fine for me on a clean install, so I'm guessing this is a conflict with another module.

jtalboy commentedAll webforms, including the primary webmaster questions have the same result. I don't think I have any other SMTP or MIME Mail modules installed, and I had all the modules that needed upgrading after 6.22 done by my server admin. Not sure which ones he did other than webform.

quicksketchCould you try an e-mail that is NOT a webform, such as the password reset e-mail, and see if it works properly? I'm not sure what you mean by "the primary webmaster questions".
Please check if you have MIME mail or SMTP modules installed by checking the modules page (admin/build/modules).

jtalboy commentedThe Password reset email work perfectly. The webmaster email is using the site-wide contact form, and it is producing blank results.

quicksketchHm, well your list of modules looks fine. FCKEditor might be causing problems (see below).
Could you try setting up a new Webform, and give it an e-mail configuration with an unmodified template? Then see if the e-mail doesn't come through for this new form either. When you do get the e-mail, does it contain anything at all, or is it just missing the submission values? Perhaps posting the entire contents of the e-mail (in raw format, including the headers) might help clarify.
Also, in the past users have had problems with CKEditor (or FCKEditor) in that it conflicts with the e-mail template configuration, because it turns on WYSIWYG on the e-mail template. If possible, disable the WYSIWYG on node/x/webform/emails* pages to prevent it from fiddling with things.
Webform generally doesn't do anything super-special with its e-mails if you're not using MIME Mail module, it should send e-mails in the same way as the rest of Drupal, so this continues to be a bit mysterious.
Are you saying that the contact form at http://www.bluecc.edu/contact isn't working? This isn't Webform at all, it's Drupal core's contact.module.
