Configuration Settings Missing ~max upload is 1M

Hello I installed webfm. on drupal version 6.19 (My Version wasn't listed in the drop down list so I entered the closest one 6.x.2.10)

I set the authenticated users upload limit to 20 and the drive space to 1000. My php setting for upload are at 100M and work fine. But webfm says my limit is 1M when logged in as a user and has no settings to change this for other users like the example that I've seen to change this. (admin/settings/webfm).

So is there a bug thats not seeing me as a authenticated user or a setting to change it from 1M for anonymous.

PS: I've uploaded a video with my admin account using webfm with no problem and the permissions are the same for the root folder as the authenticated user folder within it, under drupal files/
