feat: Add the management dashboard to the Web Dashboard recipe

Problem/Motivation

Web Admin used to ship a Management dashboard next to Webmaster and Editorial. Dashboards now belong to Web Dashboard: the webdashboard module manages the dashboard entities, and this recipe holds the default dashboards sites use. Web Admin drops its dashboards in webadmin #3591761.

Steps to reproduce

Apply the webdash recipe: only the Webmaster and Editorial dashboards exist.

Proposed resolution

• Add webdashboard.webdashboard.management (weight -5), built with Display Builder: site content chart, recent content, who is online.
• Add a "Content I edited" block to the Editorial dashboard, from a new embed display of the webdash_drafts view.
• Use the "view own unpublished content" permission for the webdash_drafts view.
• Require drupal/webdashboard ^1.0@dev: its 1.0.x branch replaces 12.0.x.
• Add GitLab CI: composer, composer-lint, cspell, and a job that installs Drupal and applies the recipe.
