I have a site where I just downloaded the subscription module to allow people to watch new stories created about certain tags. Would it be possible to watch tags using this module? It looks really intuitive to use.

Watcher is node-centric, so it's not aware about taxonomy. Adding support for taxonomy would change the scope of the module, something I don't think would turn out so well.

A better way to go would be to improve the UI of the Subscriptions module, providing a simple block like "Keep me updated on: food, cooking, garlic, carrots" (each being a tag of the current node) with links that work like Watcher's "watch this node" link.
